Is it safe to say that thoughts are like little fish hooks tossed into the lake of our subconscious fishing for feelings and that we sometimes sprinkle caffeine or alcohol or exercise or worry or anger or food or fasting or shopping or dressing up or consuming media or napping onto the surface to try to bring the fishy emotions closer to the top so that they might occasionally bite on a thought and complete the thought+emotion sensation of meaning and value that leads to action?

That's why they call it "fishing for thought".

I don't know about safe, but it's a pretty good analogy.

are emotions also fishing for thoughts? (maybe they are from the POV of the fish)
